2018 Guest Speakers
Phil Bertolini is the Deputy County Executive/CIO for Oakland County. He is a vocal advocate for cloud and enterprise solutions in government, cross-boundary resource sharing, and inter-jurisdictional cooperation. Phil has overseen the development of unique government technology programs such as the G2G Cloud Solutions Initiative, the G2G Marketplace, the Cyber Security Assessment for Everyone (CySAFE) initiative and the TechDebtCheck Assessment. Phil has promoted his philosophy of “Build it once, pay for it once, and everybody benefits” to many other government agencies. He was honored as a member of the 2017 CIO Hall of Fame by CIO Magazine and honored as 2016 IT Leader of the Year at the Michigan Digital Government Summit hosted by Government Technology Magazine. In 2012, he was recognized by President Obama and the White House as a Champion of Change. He is the co-author of the book IT Budgeting and Decision Making: Maximizing Your Government’s Technology Investments.
Jackie S. Martin is the Chief Motivational Office for A Matter of Motivation LLC. She is a life-long entrepreneur, an enthusiasm junkie, a professional speaker and a serial leader. She brings practical tips, do-able tactics and measurable ways to improve motivation and engagement at the personal, team and organizational level.
Jacques has a sound financial background having fulfilled several financial positions over 22 years with the world’s largest shipping company and at present, PERI, a leading global construction engineering company. Having been involved with Y2K, SAP and Laserfiche rollouts he is now responsible for PERI Southern Africa’s digitalization goals.
Jamie Pickering, Systems Engineer, utilizes Laserfiche to develop end-to-end straight-through processing, from designing client information forms to automating submissions to clearing firms. She worked on an initial implementation of a new account setup process, funding processes, and maintenance flows, including approval processes and repository storage.
“Jeanne Holm is a leader in open data, education, and civic innovation. She is the Deputy CIO for the City of Los Angeles and Mayor’s Senior Tech Advisor, an instructor at UCLA, a fellow at the UN, former Evangelist for Data.gov at the White House, and leads several tech startups.”
Jesus Nucamendi works at Reaseguradora Patria, S. A. as an Operating Leader and has more than 16 years of experience. His work includes underwriting treaties, facultative business, general and life insurance in both reinsurance companies and insurance companies
John is Bryan ISD’s Laserfiche project manager and recently added management of the district’s non-digital records to his list of responsibilities. He has extensive experience in K-12 education and leadership, having served as an elementary and high school principal, central office administrator, secondary assistant principal, department head, and teacher.
Jorge Andon works as a public registry lawyer at the Barranquilla Chamber of Commerce. In a highly regulated field, he is part of the team responsible for designing and implementing new processes that include online filing systems, real-time reports, and web forms that contribute to better customer services.
“Antonio Tableros, Reaseguradora Patria S.A.’s current IT leader, has more than 25 years of experience developing and implementing critical projects for banking and insurance sectors. In the past 3 years, their main challenge has been striking a balance between innovation and security. This is how the PLD (prevention of money laundering) initiative was created, allowing them to offer security to their clients and investors.”
Joshua Gamble is the Enterprise Solutions Designer for Infrastructure at the City of Longview, Texas. During his 9 years there, he has implemented a managed wireless solution, replaced core network segments, managed and migrated multiple security appliance platforms, designed video surveillance and access control solutions and educated many users on best practices.
Julie Conley Holcomb has served as City Clerk and Deputy City Clerk for the City of Ithaca for the past 29 years. She is the City’s Public Information Officer and Records Access Officer, and currently oversees the City’s Department of Public Information and Technology.
Justin has worked at the City of Longview, TX, for 13 years. He and his team have implemented an enterprise GIS and asset management system, released a mobile app, migrated to Google Apps, rolled out VDI, and strengthened cybersecurity.
Justin is certified as a Government CIO, GIS Professional, and Public Manager.
Kimberley Buster-Williams currently serves as Vice President for Enrollment Management at the University of Mary Washington. She has more than two decades of experience in higher education. She holds an Ed.S. degree in Higher Education Administration, a master’s degree in Educational Administration and a post master’s certificate in leadership. Her background includes extensive work in strategic planning, enrollment management, access and diversity, branding/marketing, and assessment. She has published over 20 articles in several academic journals and has presented at national and international events.
Lea Deesing is the Chief Innovation Officer for the City of Riverside, CA, where she manages a team of 60 IT Professionals. She is also the Executive Director of SmartRiverside, a nonprofit that aims to narrow the digital divide through education and technology. She has 30 years of experience in IT with 19 years specific to local government. She belongs to a number of professional organizations and has received national recognition for her articles and speeches on career advice, social media, cyber security, project management, and technology use within government.
Lisa Bobo is the Chief Information Officer for the City of Rochester, NY, and is responsible for leading the city’s process and technology strategy. She drives projects from a process and service perspective, including developing the city’s Laserfiche implementation as a comprehensive enterprise solution.
“Michael has worked for the County of Chesterfield for 23 years and with the
county’s Laserfiche system for 11, both as an analyst and now as the manager of
the Desktop Services team. His team is responsible for the care and management
of the enterprise installation of Laserfiche, both maintaining the existing records
and repositories and working with customers to develop new solutions for ECM.
Michael is one of the leaders of the Virginia Laserfiche User’s Group and considers
the shared knowledge of users to be one of our most valuable assets.”
“Paul has worked for the Glasgow Credit Union for 8 years and is responsible for the effective delivery of business operations. During that time, he has successfully driven significant growth through the digital transformation to the credit union’s lending platforms.”
“Pilar has spent over 35 years focusing on how information is created, used and maintained in the corporate, legal and public sectors. Currently an Information Governance partner at Kaizen InfoSource, she has previously managed records at Sheppard Mullin Richter & Hampton, the Boeing Company, and Hughes Electronics.”
Raelynn Napper has worked for the City in a variety of assignments, primarily in the Personnel Department, for over 18 years. She currently serves as the manager of the Public Safety Recruitment and Selection Division of the Personnel Department, and she oversees approximately 90 public safety exams, including Police Officer and Firefighter, which involves handling and processing over 10,000 candidates per year. In 2014, she initiated PerformLA, which is a program that brings Lean methodology to the City through training and process improvement facilitation.
Ralph Hudson works with the Arkansas Department of Labor and has a BS in Organizational Management. He manages day-to-day operations at the agency and works closely with agency IT professionals while implementing and onboarding Laserfiche.
Roberta Fernell has worked in municipal government since 1993. She began her career as the evening and weekend cashier at the recreation complex. Today she is both the Director of IT at the County of Newell and the Interim CAO at the Town of Bassano.
“Rosalind Collins is a Deputy Commissioner of the Revenue for the City of Charlottesville, VA. In her 26 years there, she has been an enterprise leader for technological innovation. She co-leads the Virginia Laserfiche User Group and holds nine Laserfiche certifications. She’s a bass player/singer, playwright, actress,
and aspiring robot-builder.
Shay has a long history working in K-12 education. She currently serves as the Assistant Director of Human Resources at Bryan ISD. She is responsible for staffing, certification, references and H1-B VISAs. She was previously a 7th and 8th-grade science teacher, a girl’s athletic coordinator and the head coach for middle school volleyball, basketball, and soccer.
As the Document Control Coordinator for NCTD, Sonya was tasked with developing and implementing their new document management system. Utilizing over 20 years of training and curriculum building experience, she developed a comprehensive company-wide Laserfiche training program. This program included a variety training tools, monthly skill-specific sessions, and in-depth new hire training. As the Records and Information Manager, Sonya continues to use her skills and experience to create and facilitate training programs at the San Diego County Regional Airport Authority.
Tim was hired at Collin County in 1992. He launched GIS, Scrum, and Kanban at Collin County. He’s learned that Records Management is cooler than you think, and apps are the best way to share information. GIS was his first love, and Agile is his new love.
Timothy Welsh, CFP, is President, CEO and founder of Nexus Strategy, LLC, a leading consulting firm to the wealth management industry. Nexus Strategy’s primary focus is working with leading financial services and technology firms to best market their products and services to the independent adviser community.
Karen A. Hobert is a Digital Workplace Content, Insights and Experience Research Director, with deep expertise in content services, knowledge management and collaboration. She brings a 27-year career in digital workplace and content services markets to Gartner Research. Karen’s past work includes delivering a wide range of digital workplace efforts, from topics as broad as developing high-level strategies for implementing a content and collaboration platform, to ones as discrete as building a business case for cloud-based content services. She also has a broad range of expertise in technological areas including information security and risk management, content risk and compliance, collaborative application design, and web development platforms. She is a contributor to numerous reports, articles and white papers.
